XMP Metadata is a standard way to describe metadata about any resource in general. “XMP metadata generation” I assume here that by generation you mean = creating or processing or handling of Metadata. Yes, XMP Toolkit SDK , which is a tool to manipulate Metadata, does support different image and video formats.
